BLUES GUITAR PLAYER STEPPING OUT!
The painting looks to be acrylic done on old tin. The back of the artwork is scuffed up, glue marks, paint, etc.
From all of the research that I have done the best information I could find about the artist (from a fellow eBay seller) is that Velez is (or was) from the small village of Dolores Hidalgo, Mexico the birthplace of the Mexican Independence which started on September 15, 1810. It was the town's beloved Priest Miguel Hidalgo y Costilla who yelled "El Grito de Dolores" from the balcony of his home because he was frustrated with the Spanish ruling class's suppression of the villagers' commerce of pottery making (Talavera) and farming.
I do not know how old these pieces are. I bought a box of them from an estate sale here in Arizona.
